Subject: I am the scribe
I'm the guy who typed this book on my word processor for Project Gutenberg. Not being a legal scholar or a classicist, I may be the guy to review this book for the average reader. The book is a codification of laws, assembled by lawyers at the behest of Justinian, who wrote a "preface" for the work. It was interesting for me to compare the laws and "values" of the late Roman Empire with our modern conceptions of what is "right" and "lawful." It is not something one might read for pleasure, but learning can be fun, and it doesn't take long to download the text. Skim it for the good parts or study it if you like.
